Born in Jamaica, Mr. Duggan came to the United States at the age of six. Shortly after starting school, he received a learning disability diagnosis. Ackeem has a large support circle that includes many family members and friends. He is a 2011 graduate of Thomas Edison High School in Queens.

He has participated in several programs at local non-profit I/DD organizations in the New York City region and held several jobs. In the summer of 2020, in the midst of the pandemic, he started a position with the NYPD Community Affairs Bureau assisting in the launch of a new program titled the "Rapid Response Unit". In recent months, he was asked to assist with administrative tasks for the newly appointed NYPD Commissioner, who is also a BIPOC and the first female to hold the title.

Ackeem has been a member of Partners Health Plan since 2017 and plays a vital role by serving on the plan's Participant Advisory Committee
