Born in Jamaica, Mr. Duggan came to the United States at the age of six. Shortly after starting school, he received a learning disability diagnosis. Ackeem has a large support circle that includes many family members and friends. He is a 2011 graduate of Thomas Edison High School in Queens.
He has participated in several programs at local non-profit I/DD organizations in the New York City region and held several jobs. In the summer of 2020, in the midst of the pandemic, he started a position with the NYPD Community Affairs Bureau assisting in the launch of a new program titled the "Rapid Response Unit". The team provides community outreach, hosts special events, and coordinates various activities like graffiti clean-up. They check in on elderly residents, assist at soup kitchens, and give gifts to children during the holidays. In recent months, he was asked to assist with administrative tasks for the newly appointed NYPD Commissioner, who is also a BIPOC and the first female to hold the title.
Ackeem has been a member of Partners Health Plan since 2017 and plays a vital role by serving on the plan's Participant Advisory Committee
